煙草在線就《基輔郵報(bào)》報(bào)道編譯　　俄羅斯政府計(jì)劃準(zhǔn)備一個(gè)路線圖，使俄羅斯、白俄羅斯和哈薩克斯坦在煙草與酒精上的消費(fèi)稅率更加接近。

　　在接受關(guān)于2013年及之后的財(cái)政政策的采訪后，俄羅斯財(cái)政部副部長(zhǎng)謝爾蓋·沙陀羅夫在莫斯科的一個(gè)吹風(fēng)會(huì)上說(shuō)，2013年和2014年的酒精與煙草稅率將按《稅法》中的規(guī)定，而這兩類(lèi)產(chǎn)品在2015年的指數(shù)將為20%。

　　沙陀羅夫說(shuō)：“到目前為止，由于我們的稅率與白俄羅斯和哈薩克斯坦適用的稅率差距很大，這引起了非常嚴(yán)重的問(wèn)題。”

　　例如，他說(shuō)，煙草稅率之間就存在著雙重差別，而到2015年時(shí)，這個(gè)差距只會(huì)擴(kuò)大。

　　俄羅斯財(cái)政部副部長(zhǎng)沙陀羅夫說(shuō)：“現(xiàn)在我們?cè)谥謫?dòng)關(guān)于協(xié)調(diào)我們的消費(fèi)稅政策的會(huì)談，到目前為止，我們從哈薩克斯坦和白俄羅斯得到了對(duì)這個(gè)會(huì)談的積極回應(yīng)。我們有望設(shè)法制定出一個(gè)類(lèi)似于路線圖的東西，以便在合理的時(shí)間內(nèi)，使俄羅斯及俄羅斯之外的地區(qū)的消費(fèi)稅率盡可能地接近?！?/p>

Russia starts talks with Kazakhstan, Belarus over excise policy harmonization

　　MOSCOW - The Russian government is planning is prepare a roadmap to bring Russia, Belarus and Kazakhstan closer on the question of excise rates on alcohol and tobacco.

　　The alcohol and tobacco rates for 2013 and 2014 will be as stipulated in the Tax Code, the indexation in 2015 will be 20% for both products, Russian Deputy Finance Minister Sergei Shatalov said at a briefing in Moscow after a review of the fiscal policy for 2013 and beyond.

　　"So far it has created serious problems because our rates are seriously different from those applied by Belarus and Kazakhstan," Shatalov said.

　　For instance, there is a double difference between tobacco rates, and by 2015 the gap can only widen, he said.

　　"Now we are initiating, and have so far been getting positive response from Kazakhstan and Belarus to the talks over harmonization of our excise policy. We are very hopeful that we will manage to work out some sort of a roadmap so as to bring excise rates in Russia and beyond as close as possible within a reasonable period of time," the Russian deputy finance minister said.
